Geographic subdivision would work the same way it does now when a lower
level jurisdiction is included in a heading to break a conflict. There
can only be two geographic subdivisions in LCSH. The first is the
country, the second is whatever is left:
Wuhan Shi (Hubei Sheng, China) as a subdivision:
$z China $z Wuhan Shi (Hubei Sheng)
So the addition would be "informative" and not serve to collate locations in a province in browse searches? In other instances where state is used rather than country to qualify local places, it's collation by country that gets sacrificed.
I'm also curious about the rationale for never using more than two geographic subdivisions and whether it is still a useful limit in an increasingly international cataloging environment. I suspect that a lot of our users would actually find $z Australia $z Province $z Local Place more useful than $z Province $z Local Place.
