RDA 8.6 says that if names can't be differentiated, then they should be labeled undifferentiated; but it is silent on the question of one record versus many.

I also think this would take more than just a PCC/LC decision, but revision to RDA (which, of course, could be done). RDA 8.6 and 8.11 aren't explicit about the mechanism to be used, but they seem to call for a single description for an undifferentiated name.
