Thank you all for this information. What motivated my initial query
was a desire to do some automated analysis of changes to the LCSH over
time. It sounds like the Atom feed alone won't be sufficient for that.
But perhaps a combination of the Atom feed and the weekly (now
monthly) approved changes lists might be a good starting point. Does
the following approximate a vocabulary for the kinds of changes
recorded in the approved lists?

Of course additional analysis would need to be done to further
disambiguate the different kinds of changes that might be covered by,
say, a CANCEL HEADING. But if the patterns in the approved lists are
regular enough it might be possible to train a classifier to make
these kinds of finer-grained distinctions not indicated by the change
