As far as I can tell that must be the approach taken. The World Wide Web
architecture already provides for this with the various cache control
and expiration headers respected by existing clients -- an
implementation of a bibliographic system would just need to be
pre-populated with many of the standard values being referenced.
There's no need to apologize -- particularly in XML tools, there has
historically been a confusion of using a URL to identify some
already-accessible piece of data (URL as URI), and using the URL to
access something over the network (URL as URL).
