My wife, who is a CPA, responds to this:
Technically, the donor gets the donation, and the value received for the donation can be the amount deducted (unless the item is way overvalued). The problem happens that the person paying for the item often takes the donation but the person paying for the item is actually getting something in return.
When you donate a car nowadays, the amount the car is sold for by the organization is the amount we were able to deduct on the return, and we had to attach the form to the return.
