It's my understanding that the entry in 100 will continue to be the 
'approved' version of the heading (with or without dates), and that the 
dates in 046 are there to supplement that information (so that, 
according to the examples in 
http://www.loc.gov/marc/authority/ad046.html you can have both a 100 with
100 	1#$aMunro, Alice,$d1931-
and a 046 with
046 	##$f1931

My guess is that these could be made public (same as the 680 public 
note) if ILSs manufacturers would provide the functionality.
