John, Richard, and all, The Program for Cooperative Cataloging has 4 component programs. Ideally, documents and training for all would carry the same message--our mutually-accepted standards underlie reliable records that we can share, but allow catalogers and local institutions appropriate flexibility in some areas.
In actuality, the program documentation has been authored at different times by different people, leading to variations in application. During the transition toward RDA, the PCC is working on revising older manuals and training documentation, hoping to harmonize content and format where possible. In the future, as now, certain fields may be more strictly defined than others--if intended for machine or human.

There is a difference in this issue. "NACO" training emphasizes flexibility in the formation of 670 fields on authority records, whereas "BIBCO" emphasizes stricter conformity to established standards in bibliographical records.
