The examples under television programs are all fiction. The films heading specifically mentions fiction and nonfiction.

They have the same scope note (This heading is used as a genre/form heading for films [/television programs] that feature military
conflicts.) so I would think both could be used for fiction and nonfiction, in addition to Fiction films or Nonfiction films.
