When the government (Army Research Institute for the Behavioral and Social
Sciences) "produces" a book, using a contract.
Employees of ARI and contracted personnel authored and co-edited the book.
ARI (one of the co-editors) got the book published by a private publisher.
The publisher did not take copyright. The copyright "belongs" to the three
co-editors.
Should this have been the situation?
Can the work even be copyrighted, if a government contracted personnel and
government employees wrote the book?
Is the material considered public domain?
Is it considered to be open access?
Any assistance would be greatly appreciated.
We have been up and down the CENDI site, but questions still remain.
