I meant in general. I guess I'm not understanding how to interpret the data.
In relation to the one 670 NAR's, there used to be a policy that you did not have to have the paired 670's for each person covered by the NAR. So it may be that there are some NAR's with only one 670 that actually cover two or more people but that was never noted.

A scan finds 1187 undifferentiated name records with 5XX fields. A quick pass of the eye over the first few dozen suggests that *most) of these are 500 because they're undistinguishable from a 100 for an unrelated person:
