I found a very convoluted process that works, but it requires an external tag editor.
You use the command to divide regions into separate files, save the files in a folder.
Then do a batch-convert script to convert them to FLAC.
Then you need a good tag editor to make the FLAC tags.
Overall, PITA!
Is this any better in SF10? I have literally hundreds of high-rez dubs of tapes and LPs that I'd
like to get into my server library. Burning to CD and then ripping into iTunes is very efficient,
but best quality will then be 44.1/16-bit, so my high-rez dubbing quality goes by the wayside.
What would be best would be a FLAC-creation/tagging program that can take a WAV file, understand
Soundforge's REGION markings, break regions into individual FLAC files, then have a good interface
with some built-in guessing that builds tags. Probably way too much to ask for.

I can recommend a small independently produced macro for managing (native)
flac tags - it doesn't do ID3 tags though. It's called Exceltagger and is
just a macro plugin for Excel. It was written by an enthusiast who uses/used
the online moniker of Willy Hoops but his website seems to have disappeared.
However, it's only 348Kb so I can easily email it to you if you want to try
it. I tried attaching it to this posting but that doesn't appear to work.
I've used the software extensively. It's super simple and it works well.
