I wouldn't characterize it as either. It certainly is not the first, but the
second isn't really accurate either.
For example, "approximately Winter 2011" could reasonably include Spring
2012. But it it is not intended to necessarily include, say, Winter 2010,
just because 2010 is approximately 2011. So I would characterize it as
"within a few seasons, whether that crosses a year or not".
