Like Stephen, when I read that portion of the document, I considered
that example as illustrating not what *must* be done, but what *may*
be done. Plus, BIBFRAME's coverage isn't meant only for AACR2/RDA and
MARC21, as you know; there may be other communities or cataloging
codes or encoding standards out there that expect all publishers to be
traced.

For the record, this is what AACR2 21.30E1 says: "Make an added entry
under the heading for a prominently named corporate body, unless it
functions solely as distributor or manufacturer. Make an added entry
under a prominently named publisher if the responsibility for the work
extends beyond that of merely publishing the item being catalogued. In
case of doubt, make an added entry."
And RDA 21.3.1.3 is more generic: "Record a publisher, if considered
important for access, applying the general guidelines on recording
relationships to persons, families, and corporate bodies associated
with a resource given under 18.4 (aka, use an access point and/or an
identifier)"

LC music catalogers are told to create authority records for all title
and name-title access points. See the middle of page 3 here:
