I'm getting the feeling that some people may be confusing the two different situations:
a) carrying over from AACR2 elements which are neither required nor prohibited in RDA (i.e., they're optional or alternative)
and
b) establishing new headings.
For (a), headings that do *not* violate RDA as written should be treated as fully acceptable RDA headings, regardless of LC/PCC PS (unless there happens to be a PS that is intended to apply always, in every circumstance, even if it means changing a previously established heading).
For (b), one should always follow the LC/PCC PS current at the time of establishment.
