Does anyone know when the JSC will make available all the RDA decisions from their annual meeting held last week? They considered dozens of RDA proposals, one of which Richard Moore referenced below. I believe it was the BL that originally submitted this proposal. Thanks BL for taking the time to submit this one. It's approval is invaluable when creating RDA personal name headings.

be able to qualify personal names with other terms indicative of rank,
honour or office (Captain, Reverend, Sir, etc.), and other appropriate

I agree with all of what you say. A couple of comments:
JSC have approved RDA change proposal 6JSC/LC/14, to clarify recording
date spans. This includes the following:
Add a new paragraph at the end of 9.3.1.3:
Record a period of activity expressed as a range of centuries in the
form
+AFs-century+AF0--+AFs-century+AF0-.
EXAMPLE
13th century-14th century
So, rather than record +ACIAJA-c active 19th/20th century+ACI-, we will record +ACIAJA-c
active 19th century-20th century+ACI-. This revised text is unlikely to
appear in RDA before April 2013, but I'm inclined to follow it
immediately (much as NACO uses +ACI-active+ACI- in preference to the RDA text's
+ACI-flourished+ACI-). It's not very informative for this chap, though.
+ACI-Editor at Ward, Lock +ACY- Co.+ACI- is an interesting suggestion, as +ACI-Ward,
Lock +ACY- Co.+ACI- is an Affiliation, and Affiliations are not currently
allowed as aditions to names, in access points. I see no reason why they
should not be+ADs- in a linked-data, post-MARC world, all RDA attributes of
a person will play a part in identification, so there can be no
principled objection to including them, when appropriate, in the access
points that we still currently need. This will, however, require a
further RDA change proposal.

The only options currently in RDA for breaking conflicts with personal
names are to add one or more of the following:
1) dates of birth and/or death (9.19.1.3)
2) fuller form of name (9.19.1.4)
3) period of activity (9.19.1.5)
4) profession or occupation (9.19.1.6)
For your person I think your only choices are 3) or 4).
I'm guessing that the M.B. stands for Medicinae Baccalaureus (Bachelor
of Medicine). Most of his books seem to be about health/first aid. Not
everything associated with him was published by Ward, Lock +ACY- Co.
So perhaps:
+ACQ-c active 19th/20th century
or
+ACQ-c (Health writer)
or
+ACQ-c (Health advisor)
or
+ACQ-c (Medical writer)
or some other type of formulation that gets at the subjects of his
books.
I agree (Editor), while allowable, is probably not a great indication of
a profession, although if he were on the staff of the publisher as an
editor, it might work. Or maybe one could stretch occupation a bit to
add the employer?:
