Kevin,
I just wanted to second your observation of the whereabouts of this
document. I printed the PDF version as well and it does say "October
2012." The URL is included in the PPT slides for module 4, RDA NACO
course materials.

I have to say, the PCC web site is in dire need of some logical organization, as well as an improved search interface. (For example, it would be nice to be able to turn off fuzzy matching; in the advanced search, the search term "interim policies"--as words, not as a phrase--also matches the word "policy". But I've found web search engines to be steadily declining in quality over the years. The more you know exactly the terms you want to find, and in what configuration, the harder it is to actually search for them. Are there *any at all* that still can do nested Boolean searches??? Sorry folks, I seem to be in a bad mood today...)
