Addendum:
If this is all about "arn" appearing in Wikipedia URLs, wouldn't a simpler solution be for Wikipedia to adopt "qmp" to mean Mapudungun and then do what's needed on their servers to match requests for "arn" with context qualified for "qmp"?

It may sound excellent on paper. I'm not at all convinced in would be in practice. There are existing implementations that use "arn" for Mapudungun, and so you end up with a problem either of implementations having to manage interchange between old and new recommendations (e.g. _if interacting with that service, convert "mxx" to "arn"_) or else implementation just continue to use "arn", and so nothing is particularly gained.
For example, if someone using Windows 8 includes Mapudungun in their language preferences, then when they browse on the Web the Accept-Language HTTP header will reflect a preference for "arn". If, on the other hand, all of the Mapudungun content on Wikipedia is tagged as "mxx", then Web servers will not match the content with the request -- unless those Web servers are patched with a "match 'arn' with 'mxx'" hack.
