I doubt this is a minority opinion. If we are to give up the language
neutrality of numbers as element identifiers, we will need multiple
interfaces in a variety of languages.
Given the ambiguity of language, it will be difficult to have easily
understood identifiers, e.g., "uniform title" could be 130 or 240. I
love the story of a user of Dublin Core entering the person who gave
the item to the library as "contributor".
