This may be useful in some circumstances, but it does not solve the
problem I was focusing on. Let's think about some VERY common file
formats, such as PNG or PDF (or others). What do such files contain? It
depends ... A PDF file may contain almost nothing else than textual
information; it may also be a "book" consisting of scanned pages with
almost no textual information in it. Likewise, a PNG file may contain a
pixel description of an image with almost no metadata in the file; it may
also contain iTXt (or other) chunks with textual descriptions providing
information more or less equivalent to the information given by the image.
In other words, the file format does not necessarily tell much about the
textual readability of a file. Furthermore: The file name (or extension)
is not always (and should not be considered) a reliable way to assess the
file format. The Internet Media Type (sometimes called MIME type) should
be more reliable for that.
