It seems to me, that using "non filing indicators" (or a field containing non-sorting text string) is a complex approach to a simple task. What if, as an option in Bibframe, we simply specify the title to be indexed, thus:
<URI for the work> <bibframe:browsingTitle> "Wind in the Willows"
?
How we arrive at that string might vary; some sources could create it by applying the indicators on MARC titles in conversion, or could generate it by using algorithms based on supposed language of a title to strip out initial articles, or metadata creator could duplicate the title and delete the initial article, or ... whatever.
We would give up the economy of having a single digit, or a shorter text string, to store... but would gain in simplicity and usability. Anyone who used the data could generate an alpha-sorted-by-title list (which could be useful in other contexts besides library catalogs).
I don't know who or what we have to thank, but recently one ILS system announced, after years of avoidance, that they will be including browsing in their "next generation" discovery interface. That is some indication that its usefulness is still recognized. If for nothing else, it is useful, when your search produces a very large number of results with the desired item missing from the first few screenfuls, to use as an alternative that (provided you know the title, author or whatever correct spelling) will unequivocally tell you whether what you seek is "in there" or not.

Are we to no longer have alphabetical browse lists, only web style searching? I would miss alphabetical browse lists apart from subject searches, which I prefer to have in inverse chronological order. That too would be more difficult to program based on imprint date in the absence of a date fixed field. The imprint date may even be lacking, if that CONSER provision is carried over.
