I don't think they documented it. Presumably they did not want to craft a
"parallel" gnd:preferredFilingForTheWork and deemed a visible indicator "@"
for the filing position more appropriate than invisible control characters
used as kind of braces.
More differentiated markup is tricky anyway since "¬L'¬Oiseau" ("¬L¬'Oiseau"?
"¬L'¬ Oiseau"?? - unsure of the coding rules at the moment) hints at whitespace
issues...

It's not as if every "Der" would imply non-filing, even when context (RAK-WB)
and Language of the title (german) are given. A contrived example: "Der! Der!
Der!" would be filed as is.
DNB does not provide uniform titles in MARC21-240 (the "Einheitssachtitel" of
RAK is at least syntactically different enough and rather an "original title"
only occasionally supplemented by an "Ansetzungssachtitel" in filing form) but
rather supplies an added entry 730 as in
