I think if the text is the same, i.e. that the published book is just a 
different manifestation, then the original title would be recorded in 240, 
as was done.  If the dissertation represents a new expression, then 
according to RDA practice you would use a 240 for the original title 
rather than the old practice of using a 700 author/title related work 
added entry.  This is covered in the NACO RDA training on expressions. 
Technically the 240 is not completely correct according to RDA, because 
with a new expression you should not just have the title of the original 
work, but LC's practice is not to specifically name expressions in a case 
such as this.
