Check with the SNAC project at http://socialarchive.iath.virginia.edu/ -- the UC
Berkeley part of the team is tasked with the "Development of software to extract
and derive EAC-CPF records from EAD finding aids." I think Brian Tingle is the
lead on that part of it.
