For what it's worth I'm in the thick of fixing the American Solar Energy Society conferences in light of new information. So what you see right now with respect to ASES's conference will be changing as soon as I get it all fixed.
And, under RDA "Annual" is not inappropriate, it's required (if it appears on the source(s) of information)--cf. RDA 22.214.171.124 ("Omit from the name of a conference, etc., indications of its number, or year or years of convocation, etc.") vs. AACR2 24.7A1. ("Omit from the name of a conference, etc. ..., indications of its number, _frequency_, or year(s) of convocation.")

Put simply (and politely), the "collective" authority records require
"Solar '82' Conference" is one manifestation of the established "Solar ... Conference", which, in turn, is another name for the established "American Solar Energy Society. Annual Conference", in which the word "Annual" might be inappropriate.
"SOLAR" [e.g. "SOLAR/80") is a moniker for the completely different "International Solar Cooling and Dehumidifying Conference".
THUS: the "establishment" of individual instances of variably-named conferences, rather than reliance on collective records recording all varying names, is going to result in one heck of a mess. It's also messy in validating publishers' and organizers' inconsistencies.
