That was not the relevant point in my question: Using controlled
vocabulary to name the file types won't help.

And that doesn't address the issue either.
All the helpful stuff around XML and RDF and Unicode does not include,
or as far as I was able to find out, a simple tool to convert all
the entity codes in a file into the UTF-8 codes. Had to roll my own
for this purpose.
