One comment: the only federal offices that can collect money are those that are authorized by Congress to do so. And then, of course, it has to be for the purpose for which they are authorized. For federal libraries, that usually means that they are part of some program in an agency that is authorized to do so.
Otherwise they would be augmenting their appropriation, to use the federal appropriations law term.
We had to sort that out when OCLC introduced ILL Fee Management. If you're not sure, ask your OGC.
