I had assumed that a reason/excuse for using all caps if it appeared in the resource, was to facilitate data sharing, permitting texts to be automatically copied over into databases, and those resources sometimes use all caps. I have never seen the notion to supply all caps when they are not in the resource, which someone has suggested is LC's practice.
