I do not think it is European. The use of quarter-inch phone jacks is
one giveaway. It is a language lab machine, or has been modified for
that purpose. It looks Japanese, especially the way the reel spindles
are topped with a screw.

Looks to me like a Tandberg, Dokorder, or similar European design.
Search for images of those and maybe you will turn up the right stuff!
