I agree with Adam et al., that it's a case of cataloger's judgment. I would probably record as:

Book of abstracts / Conference on Minorities, Federalism and Politics in Nigeria ; in honor of Professor G.N. Hembe, 15-18 July 2012.

or even:

Book of abstracts / Conference on Minorities, Federalism and Politics in Nigeria, 15-18 July 2012.

and add "In honor of ..." as a note. (Then, under RDA, you could add an access point for "Hembe, G. N., honoree".)

If you're worried about access you could use a title-added entry (246):

246 1x $i Also called: $a Conference on Minorities, Federalism and Politics in Nigeria book of abstracts

I think any of the options you described would be valid transcriptions in RDA, so I'd say it's totally a judgment call. My inclination would be to make everything after "Book of abstracts" a statement of responsibility.
