Most of our medical and legal library clients want serial records for
textbooks issued in a new edition overy one or two years.  "Always"
rarely applies to anything in cataloguing.

Why should they pay $11.00 for a new record, when they can just add a
holding* locally?  For libraries which keep older editions for
historical purposes, why should they clutter up their OPACs with
multiple records for the same work?
