Yes there are 2 $c's... Linked headings made the automatic change. The system I use doesn't care about whether there are 2 $c's and I don't see that it hurts patron access... (although it is redundant). Our links/clicking might actually be better if I leave it alone and don't make any changes.
In the interest of doing less RDA busy work (something that is really beginning to bother me and my health--arms, hands, etc.), I'll leave them alone for now.

I'm wondering how your headings are coded, since the place in the ongoing conference authority record is (correctly) in subfield $c. Subfield $c is not repeatable in field 111 so the following would not be correct:
111 2_ International Architectural Exhibition $c (Venice, Italy) $n (11th : $d 2008 : $c Venice, Italy)
I'd suggest removing the first qualifier in your headings so that they are correctly formulated.
