If there is no conflict with any other corporate body named Interferenzen, the place held goes in $c. It is not being added to distinguish one corporate body from another, which would be in $a. There is currently no equivalent to the LCRI that said to leave the place off for ongoing conferences. However, there is a proposal to do that which will be considered at the JSC's November meeting: see http://www.rda-jsc.org/docs/6JSC-BL-14-rev.pdf
For now, assuming no conflict, the access point for the ongoing exhibition would be:
111 2# Interferenzen (Exhibition) $c (Vienna, Austria)
For individual instances you would add in the number and year:
111 2# Interferenzen (Exhibition) $n (1st : $d 1990 $c Vienna, Austria)
Some similar examples:
