Approximately a half year ago, there was exchange of messages through
PCCLIST pertaining to:
LCCN: n 79145745
151 __ Ryukyu Islands
It is wondered what the conclusion was and what we should now do, when
entering in affected bibliographic records an access point for this island
group. Since there was a mention at that time of a possibility of
re-establishing this island group in the LC/SACO Authority File (as
opposed to the LC/NACO Authority File), the Minaret Subject Proposal
System has just been re-checked to find no LCSH proposal in that respect.
We have obviously been keeping receiving for our cataloguing resources on
this island group; and yet another one is now passing through my terminal.
If it was decided that NAR LCCN n 79145745 should be retained as is, due
possibility to diplomatic sensitivity, we would understand it, but we
would greatly appreciate an official statement in that regard that we may
quote. We are certainly aware that, according to the Columbia gazetteer
of the world (cgotw), Ryukyu Islands include Sakishima Islands, which, in
turn, according again to cgotw, include:

We're having trouble understanding why the 151 for Ryukyu Islands (n
79145745) does not contain the qualifier "(Japan)." Both AACR2 and RDA
instruct us to qualify a place not covered in one of the "exceptional
country" lists (i.e., (places in Australia, Canada, Malaysia, United
States, U.S.S.R., Yugoslavia orthe British Isles)by the name of the
country in which the place is located. What are we missing?

A curious question. They were once a separate kingdom (Wikipedia: "The
Ryukyu Kingdom ... was an independent kingdom which ruled most of the
Ryukyu Islands from the 15th century to the 19th century. ... In 1872, the
Japanese tributary kingdom was reconfigured as the Ryukyu Province. At the
same time, the fiction of independence was maintained for diplomatic
reasons until the Meiji Japanese government abolished the Ryukyu Kingdom
when the islands were incorporated as Okinawa Prefecture on March 11,
1879.") but they do not appear now to be an administrative unit of Japan
of any kind (Wikipedia: "Administratively, the islands are divided into
Kagoshima Prefecture in the north and Okinawa Prefecture in the south,
with the divide between the Amami and Okinawa Islands, with the Daito
Islands part of Okinawa Prefecture. The northern (Kagoshima) islands are
collectively called the Satsunan Islands, while the southern part of the
chain (Okinawa Prefecture) are called the Ryukyu Islands in Japanese.")
GEOnet does not list them as a jurisdiction either:
Ryukyu Islands (conventional), Nansei-shoto (approved), Japan, ADM1
Okinawa, feature type: islands
Each of the individual islands that is set up is qualified by Japan.
There is one place established that is qualified by Ryukyu Islands, and
that's probably an error: n 83202587 Minato-mura (Ryukyu Islands).
It looks as if the existing name authority either should be canceled and
replaced by a subject record for the island group or that it should be
converted to a record for the historic kingdom and and a subject record
for the island group created. Hopefully someone from Policy and Standards
at LC can have a look further into this and decide what's best to do.

The Ryukyu Islands were established without the qualifier (Japan), but
until 2005 the authority record had a note that said: "SUBJECT USAGE: As
a geographic subdivision, this heading is used indirectly through
Japan"; then that was replaced by 781 ??z Japan ??z Ryukyu Islands. So
they are sort of being treated as an "island group" under LCRI 23.4B,
and sort of not.
The Ryukyus were a separate jurisdiction under U.S. administration until
1972, and the references from Ryu??kyu?? Seifu and Ryu??kyu?? Rinji Chu??o?? Seifu
to Ryukyu Islands are Japanese names for that administration. But
separate headings also exist for the American government as Ryukyu
Islands (Military Government, 1945-1950) and Ryukyu Islands (United
States Civil Administration, 1950-1972). Subordinate bodies of these
entities are randomly established either under Ryukyu Islands or under
the longer headings; compare nr 97040409 and nr 97040411.
It looks like the Ryukyus were once considered to need special
customized instructions like the West Bank gets now, and then after they
reverted to being a normal, non-jurisdictional part of Japan the
headings were not reviewed (although the country code ry and the GAC
pory--- were canceled in January 1978) and confusion has resulted.
