If you have no other information, I'd use the affiliation appropriate at
the time of publication of the resource. That's why we have subfields $s
and $t to provide dates when known. If the affilation name changes but
the entity being described is still affiliated with it after the name
change, then two 373s (or two $a's in a single 373) are appropriate.
Don't automatically use the latest name.
