Mary Jane,
My main comments have to do with the assumption that the term Series is being recorded in field 380. In some cases it has been, but since the PCC has a policy of preferring controlled vocabulary in this field, we are seeing more and more one or more of the following:
380 Monographic series $2 lcsh (see for example: nr2003010104, no2012086637, no2013117361)
380 Series (Publications) $2 lcsh (e.g., no2013071321, no2013114756, no2013049810, no 95040317)
or both:
380 Monographic series $a Series (Publication) $2 lcsh (e.g., no2013131880, no2013063184, no2013119430)
These terms are being used in 380 in cases where (Series) is used as a qualifier in the authorized access point, and also when such a qualifier is not necessary.
I'd like to see your discussion paper, and perhaps the policy statement suggestions, address the controlled versus uncontrolled vocabulary issue as well. What is recommended for series? Just record uncontrolled term "Series" or use controlled vocabulary? Is LCSH the best controlled vocabulary to use in this situation or is there another one out there that is better? (And perhaps, just how the heck do those two LCSH headings actually differ in meaning?).
Thanks for this work.

One proposes a couple of changes to RDA; another proposes PCC Policy Statements (because these refer to the MARC format, they cannot be in RDA proper); the last one explains the why and wherefore.
