Robert Maxwell pointed out in his message of Oct. 10 that for an 
expression NAR (a translation for example) the new NACO training 
material instructs us to have a NAR for creator and work (see slide 63 
of module 1). However the slide notes make clear that this a change from 
the current NACO policy:
Note: requiring the creator/work NAR for a language expression is a 
change from NACO policy.  We are recommending this change in our report.

Has this recommended change been adopted yet?

I currently check only that the NAR for the creator exits when creating 
an expression NAR.

Any clarification of current NACO policy would be useful.
