The recommended policy change has not been adopted yet, but there is no current NACO prohibition on creating the creator/work NAR at the time an expression NAR is created.
DCM Z1 Introduction: "PCC practice: NACO participants may contribute name authority records for works or expressions as needed for cataloging."
I intend to raise the recommended NACO policy change (to require the creator/work NAR at the time an expression NAR is created) at the PCC Policy Meetings this week.

Robert Maxwell pointed out in his message of Oct. 10 that for an expression NAR (a translation for example) the new NACO training material instructs us to have a NAR for creator and work (see slide 63 of module 1). However the slide notes make clear that this a change from the current NACO policy:
Note: requiring the creator/work NAR for a language expression is a change from NACO policy. We are recommending this change in our report.
Has this recommended change been adopted yet?
I currently check only that the NAR for the creator exits when creating an expression NAR.
Any clarification of current NACO policy would be useful.
