We have a question about the BIBCO Standard Record Metadata Application
Profile (Jan. 1, 2013 revision) provision for RDA 3.20:
Equipment or system requirement (R) +
PCC Core for direct access electronic resources; use a system requirements
note including, if appropriate, any software requirements necessary for
processing the file types.
PCC recommends for audio recordings when the information is otherwise not
Our question has to do with the core part of this: was it really the
intention of the PCC SCS to require a system requirements note for all
direct access electronic resources (that is, every CD-ROM, every DVD-ROM)?
Or was the intention to only record this when the software or hardware
requirements are unusual? By making this element core for direct access
e-resources, is the BSR requiring it always or only requiring it if
applicable? Wouldn't it be better to make it more a recommendation like
the paragraph for audio recordings does?
