It sounds to me like the tension arms need to be adjusted, (these are the pulleys below the tape reels on the left and right side of the machine). Smaller reels seem to put higher tension demands on the transport which can stop or slow down the tape travel, or perhaps the tape is becoming so loose that the arms fall and the tape stops.
