What RDA says to do hasn't changed. It's only a PCC/NACO
practice/re-interpretation of the RDA instruction that NACO libraries must
follow. You won't see any change to the RDA instructions themselves
unless the JSC gets a revision proposal from one of its constituents.
Besides the DCM Z1 instructions, there's also a nice summary in this PCC
document: MARC 21 encoding to accommodate new RDA elements 046 and 3XX in
