As Richard said, it's not required to establish the institution recorded in 373. However, RDA DOES require you to give it in its preferred form of name - that would be the form used to establish it minus any cataloger additions. So it's not simply ok to transcribe it from the resource. For example if the resource said "Department of Cataloging, University of Blahdyblah", it would need to be recorded in 373 as "University of Blahdyblah. Department of Cataloging" even if it's not established in the NAF. The only difference would be that if you were setting it up in the NAF and a qualifier were needed to differentiate it from others, you wouldn't include the qualifier since that's not part of its preferred name.
