Collation became part of URLs and RDF when the w3c defined them in terms
of Unicode, see http://www.w3.org/TR/url/ /
http://www.w3.org/TR/2014/REC-rdf11-concepts-20140225/ Whenever you have
URLs or RDF you implicitly have collation orders.
Of course whether a particular implementation supports collation is a
separate issue, and may in the big data world appear to be focused on
other things.
