I believe that this reflects a flawed assumption.
Not all BIBFRAME-using collections will be 'big.'
A 5000 physical-item collection will not necessarily be 'bigger' after
conversion to BIBFRAME cataloguing than it was before. Of course, those
in change may wish in supplement the 5000 physical-item collection with
some number of digital items or links to online resources, but that's
not a decision that BIBFRAME can rightfully usurp.
