According to MODS xsd, mods:nonSort has xs:complexType stringPlusLanguage, whose base is xs:string, which means that the space should not be removed in a schema aware processing.
To insert an nbsp numerically (which in such a case should be considered an emergency solution to be used only when nothing else helps), I would recommend to replace 16 by xA for c14n reasons.
