Hercegovina is the vernacular spelling (in Bosnian). It's conceivable that the English spelling with z is not considered standard or commonplace enough to warrant it being established with the English spelling.
Perhaps I'm just too immersed in the Slavic world, but I rarely see it spelled with z.
Just a hunch.
