Here is a great resource from IMLS on "Oral History in the Digital Age" that was created in part by Doug Boyd, Director of the Louie B. Nunn Center for Oral History at the University of Kentucky. It should be a part of any current oral history program. We've used it here at Berea College as a training piece for our students, staff, faculty, and outside researchers who conduct oral history projects.
I will add that my general experience in transferring and preserving field recordings and oral histories is that the best quality recordings are made by those with musical abilities. Besides being an excellent self-taught folklorist, Bobby Fulcher is a talented musician.

Arsc is for what has already been recorded. This is a workshop for the oral history or folklore folks (who have had some.) OHA publishes a guide to using your recorded when interviewing.

The recordings they played were well made. I wish all would-be folklore and oral history collectors would take 60 minutes to master the basics of field recording. So much interesting material has been collected in such bad audio quality. I would suggest this should be a mission of ARSC, teaching amateur recordists doing field work the basic techniques to capture reasonable fidelity.
