As you say, Mary Charles, this will be an extremely disruptive process. Our Voyager system cannot handle really large loads of files, so our wonderful systems colleagues had to break down the massive ones that have been part of the Phase II changes. Our vendor just let us know about the Phase III changes as well.
It took us close to a year to work through the heading changes for Phase II in Voyager. During that time, we had to put our regular vendor authority file loads on hold. In fact, we just caught back up with those records and evaluating and processing the resulting global change queues THIS WEEK. We were happily contemplating some months of being able to get back to other database heading maintenance.
I certainly understand the thinking behind all of these authority file changes, but they have taken an enormous amount of time to implement in our system.

All,
Our authority vendor has notified us of the posting of the Phase 3 announcement…http://www.loc.gov/cds/notices/141023c.pdf which is taking place between December 1-19, instead of in 2015. I haven’t seen any messages about this on the PCC lists. Phase 3 will be extremely disruptive to us, just as Phase 2 was. I am still reviewing those loads. I would like to avoid loading many of the Phase 3 changes into our local authority file. One way to do that is for other NACO work to be put on hold, but I don’t really like that option. What are other options?
Are others concerned about the negative affect on their local systems?
