The "conflict resolution" in the first column and the pair of parentheses in the second column are meant to be read downward and repeated for each of the RDA elements listed in the far right column, from "Form of Work" through "Other Distinguishing Characteristic of the Work," until something different interrupts the flow, like the period for "Date of Expression." This table should be have revised some time ago to make this and other similar areas clearer to the reader.
