This is very usual for Canadian federal government publications. We
have flip flopped concerning whether this is one series or two. Since
in Bibframe a translation is a new work (their being no expression
level), would these not need to be two series in Bibframe?
Francophone libraries do not wish to have to search the English form
of the series to find French versions. Since the English and French
versions of an issue have the same number within the series, both
forms of the series are needed to avoid duplicate series entries.
If two series, the Bibframe equivalent of 490/830 would both be in
the language of the item.
