Thank you for the clarification. So Mike's example below for an original expression and a translation in a compilation is totally appropriate for a PCC record.
700 12 $i Container of (expression): $a Macken, JoAnn Early, $d 1953- $t
Mail carrier. $l English
700 12 $i Container of (expression): $a Macken, JoAnn Early, $d 1953- $t
Mail carrier. $l Spanish.
One question, though, is that LC-PCC PS 6.27.3 notes: "PCC practice: Pending outcome of report/recommendations from the PCC Access Point for Expressions Task Group". In early 2013, there was an e-mail from Philip Schreur on this list that the revised version of the group's final report was accepted. For this PS, the final report recommended that we "follow the LC practice for situations when access points for expressions in bibliographic records are required." So, has this report not been rolled into LC-PCC PS for some reason yet?

Also note that the PS is labeled "LC Practice".

Having just read Yuji’s post, I’ll clarify that the PS examples lack 700 $i designators.
